São Tomé and Príncipe, a small island nation in the Gulf of Guinea with a population of 245,000, will elect a new president on Sunday, with parliamentary elections scheduled for the end of September. While domestic politics are at stake, the elections have attracted growing international interest, especially since the government signed an open-ended military cooperation agreement with Russia in April 2024.
The country lies on the Equator in a region crossed by major shipping lanes and rich in oil and gas reserves, giving it strategic importance far beyond its size. Former Foreign Minister Elsa Pinto highlighted that the archipelago has been strategically significant for centuries due to its location between Africa and South America.
Military Agreement with Russia
The military deal with Russia covers training, technical assistance, intelligence sharing, and reciprocal visits by naval vessels and military aircraft. Signed amid the war in Ukraine, it drew concern from Europe and the United States. Then-Prime Minister Patrice Trovoada defended the agreement, asserting the country's sovereignty. However, political analyst Arzemiro dos Prazeres argued that the agreement has remained largely unimplemented and that international criticism was overstated. He noted that São Tomé and Príncipe has similar agreements with the EU, Brazil, Angola, and Portugal, and the timing was the real issue.

Elsa Pinto rejected suggestions that the country is turning away from the West, emphasizing its desire to maintain good relations with the US, Europe, Russia, and China alike. Presidential Election
Incumbent Carlos Vila Nova is considered the clear frontrunner after former Prime Minister Jorge Bom Jesus withdrew, citing an "avalanche of criminal falsehoods" and political tension. Analyst dos Prazeres expects a first-round victory. The president holds significant powers, including appointing the prime minister and command of the armed forces. The EU has deployed an election observation mission.
