Tartu launches €97 million tender for Siuru culture centre construction
The city of Tartu has opened a three-stage tender worth €97 million for building the Siuru culture centre and its surrounding area. Construction is scheduled to finish in 2030.

The Tartu city government has announced a public tender for the construction of the Siuru culture centre and its adjacent area, with a total value of €97 million. Siuru is being built as a culture facility of national importance.
The tender will run in three stages, giving interested companies enough time to study the project and prepare well-developed proposals. According to Siuru's head Aavo Kokk, the qualification criteria allow around 10 Estonian construction companies, as well as consortiums, to take part. To qualify, a company must have averaged at least €35 million in annual turnover over the past three years and must have built a building of at least 15,000 square metres within the last five years.
Of the €97 million allocated for the project, €92 million may be spent on the building itself, while the remaining €5 million is earmarked for the surrounding area, including a park, a playground, a stepped zone along the Emajõgi river, and streets within the project area.
Final proposals from the companies selected in the tender's third stage are expected in January 2027, and Tartu authorities aim to sign the construction contract in February of that year.
Under the current plan, construction of the culture centre is due to be completed in 2030. The building is intended to house the city library and an art museum, along with event halls, an arthouse cinema, catering venues and other facilities.
