Land tax set to potentially double in three Estonian municipalities next year

Figures published by Estonia's Tax and Customs Board show that Kohtla-Järve, Ruhnu and Tori could see land tax rise by as much as 100 percent in 2027, after opting for the maximum annual increase allowed by law.

New data released by Estonia's Tax and Customs Board, reported by Postimees, shows sharp differences in how much land tax homeowners across the country could face next year. Three municipalities — Kohtla-Järve, Ruhnu and Tori — have chosen the maximum annual increase limit permitted under current legislation, meaning their land tax could rise by up to 100 percent in 2027.

Under Estonia's system, each municipality sets its own land-tax rate as well as its own cap on how fast that rate can rise each year, with permitted increase limits ranging from 10 to 100 percent. Kohila has set its limit at 60 percent, while Tartu, Sillamäe, Saku, Raasiku, Narva-Jõesuu and Loksa have all opted for a 50 percent ceiling.

Relief schemes soften the impact

How much an individual homeowner actually pays depends heavily on local homeowner tax relief, which municipalities can set at up to €1,000. Where the relief amount exceeds the calculated tax bill, homeowners end up owing nothing. However, this relief does not apply to homes built on land zoned for commercial use, which can instead face rates of up to 2 percent of the land's taxable value.

Several municipalities additionally offer relief specifically for pensioners — €250 in Paide, €100 in Lüganuse, and as much as €1,000 in Tartu.

Across the country, annual land-tax rates range from 0.1 to 1 percent for residential plots and farmyards, 0.1 to 0.5 percent for agricultural land, and 0.1 to 2 percent for other land categories. Tallinn has set its residential and commercial rates at roughly half of the respective legal ceilings, whereas Tartu applies the maximum allowed rate across every category.
