Legal costs holding back recovery
One specific case illustrates how complicated recovering these funds can be. To pursue $403 million owed by one foreign arms supplier, Ukraine must first cover legal costs of $22,400. That comparatively small sum is currently standing between Ukraine and access to a much larger amount of money it is trying to recover through legal action.
The case highlights a broader problem Ukraine faces during the war — a significant share of defense procurement contracts with foreign suppliers are not being fulfilled on time or in full, creating both financial losses and supply-chain risks for Ukraine at a time when military equipment is critical to front-line needs.
Ukrainian authorities continue working to recover the outstanding funds, including through legal action against suppliers that have failed to meet their contractual obligations. The overall debt figure — more than $10 billion — represents a substantial sum that could theoretically be redirected toward additional defense needs if recovered.
