The Ukrainian Ministry of Defense has published responses to common questions regarding the reform of the Defense Forces, clarifying new rules and payment procedures.

The ministry confirmed that soldiers who are wounded and receiving inpatient treatment will retain combat payments of 100,000 hryvnias per month. These payments can be maintained for up to 12 months of continuous treatment. Soldiers may also choose to remain in their combat unit after being wounded.

Regarding long-serving personnel, the ministry stated that, following the president's directive, a gradual release of those who have served since 2014 or 2022 will begin by the end of the year. Priority will be given to servicemen with the longest tenure and most time spent in combat.

The new reform is the first phase of transforming the Defense Forces, focusing on strengthening the front line and increasing pay for those in the rear. The first phase prioritizes pay raises for those at greatest risk: frontline soldiers, whose average salary will be around 300,000 hryvnias. The base salary has been increased from 20,000 to 30,000 hryvnias through a rear-area bonus of 10,000 hryvnias. The ministry funded the first phase using existing resources.

The ministry also noted that the new contract system includes clear service terms and guaranteed leave based on combat experience. Soldiers who sign a contract in June will receive their new salary in July.

These changes are part of a broader reform announced by President Volodymyr Zelenskyy on June 12, promising increased military payments. The average infantry salary is planned to reach 300,000 hryvnias per month, with a maximum of 460,000 hryvnias. The minimum rear-area salary will rise from 20,000 to 30,000 hryvnias.
