Ukrainian parliament receives compromise anti-corruption strategy as condition for €400 million

Ukraine's anti-corruption committee has submitted a compromise anti-corruption strategy for 2026-2030, which is a prerequisite for receiving €400 million under the EU's Ukraine Facility.

The Ukrainian parliament's Anti-Corruption Policy Committee has submitted a compromise draft anti-corruption strategy for 2026-2030 to the Verkhovna Rada, a necessary condition for Ukraine to receive approximately €400 million from the EU's Ukraine Facility.

Committee head Anastasia Radina announced on Facebook that the draft law combines three versions: the base text from the National Agency on Corruption Prevention (NACP), a parliamentary version, and a version from the previous government.

The document includes several key provisions: reform of the procedure for appointing the Prosecutor General, making it transparent and merit-based; reform of the appointment of the Director of the State Bureau of Investigation (DBR) with certification of staff; restoration of competitions in prosecution bodies; improvement of the selection of Supreme Court judges; and temporary involvement of independent experts in forming judicial governance bodies.

Radina stressed that these measures correspond to official EU benchmarks in the "Fundamentals" cluster, whose implementation is necessary for Ukraine's progress towards EU membership. The committee supplemented the draft with norms on management of seized assets in ARMA, retained provisions on a gradual transition to transparent competitions in the National Police, and a separate section on advocacy and legal aid. The strategy also includes anti-corruption measures in education, customs, natural resources, and other areas.

The full text of draft law No. 15230-d is expected to be published on the Rada website soon. Radina noted that the document is ready for first reading, and she plans to submit amendments for second reading with "more ambitious formulations," particularly in the justice sector.

Timely adoption of the anti-corruption strategy is crucial for Ukraine to receive approximately €400 million under the Ukraine Facility, Radina reminded. Earlier, the NACP reported that two anti-corruption strategy drafts had been submitted to parliament: from the Cabinet of Ministers and from Radina. In May, Radina criticized the government's draft, saying it did not take into account the provisions of the "Kachka-Kos plan" (a key EU reform roadmap).
