Latvia extends ban on tourist bus trips to Russia and Belarus
On 27 October, Latvia's Cabinet of Ministers extended until 31 October 2027 the ban on irregular international passenger bus services crossing the Latvian border with Russia and Belarus. The decision is based on security considerations.

Latvia's government, the Cabinet of Ministers, approved a proposal from the Ministry of Transport on Tuesday, 27 October, to extend the restriction on irregular international passenger bus services crossing the Latvian border with Russia and Belarus. The ban will now remain in force until 31 October 2027. It covers, for example, tourist trips and excursions that do not follow a previously approved regular route.
Why the rules are being extended
The existing rules for such irregular services were valid until 31 October 2026. The Ministry of Transport says that until a permanent regulation takes effect, legal continuity must be ensured and the current security measures must be kept in place.
The order adopted by the government keeps the ban on carriers operating such services through the Paternieki, Grebneva and Terehova border crossing points. The restriction applies to all carriers, regardless of the country in which they are registered or the country of origin of their vehicles.
Security considerations
The ministry bases the decision on security concerns and the current geopolitical situation. Security authorities state that travellers in Russia and Belarus remain exposed to an increased risk of intelligence gathering, recruitment and provocation by foreign special services. Hybrid threats also persist, including the risk of illegal migration being organised across the external border of the European Union.
The ministry considers that continuing the restrictions will reduce risks to national security, allow border guard and customs resources to be used more effectively, and help maintain public order at border crossing points.
Permanent regulation
At the same time, amendments to the Road Transport Law are being advanced. They provide for a complete end to passenger bus services to Russia and Belarus from 10 January 2027, and for a ban on the transit of such services through Latvia.
The Ministry of Foreign Affairs continues to urge Latvian residents to refrain from travelling to Russia and Belarus, carefully weighing whether such trips are necessary and the security risks involved.
