Bauska Municipality Emphasizes Clear Communication in Crisis Preparedness
The Bauska municipality is developing response algorithms and energy reserves, highlighting communication and plain language as key to crisis preparedness.

The Bauska municipality is actively working on crisis preparedness, including developing action algorithms and planning energy reserves. In an interview with “Bauskas Dzīve,” council chairman Aivars Mačeks and civil defense specialist Māris Plēsnieks stressed the importance of clear language and effective communication.
The municipality has conducted various drills and continues to improve, learning from past crises such as storm cleanup. They are considering creating food reserves in schools to provide at least one meal for children who are at school during an emergency.
Coordination of response is handled by the Civil Protection Commission and a smaller working group that assigns responsibilities for each area. However, there are uncertainties about resource availability – for example, buses may be mobilized for military needs, and the municipality lacks clear information about which equipment will remain at its disposal.
Officials emphasize that residents should be prepared to rely on themselves for the first few days until help is organized. They are also considering notification systems, as existing sirens are not always audible and additional solutions like loudspeakers in populated areas are needed.
Israel’s experience is cited as inspiration, where civil defense is part of daily life, although such an approach might not be acceptable to Latvian society. Further cooperation with state institutions and NGOs is planned, including participation in the program “Safety Starts with You.”
