Association 'Drosme Darīt' Challenges Wind Park 'EKO Ziemeļi' Construction Permit in Court
The association 'Drosme Darīt' has filed a court application to annul the Cabinet of Ministers' order approving the construction of the 'EKO Ziemeļi' wind park in Kuldīga region, citing an incomplete environmental impact assessment.

The association 'Drosme Darīt' has lodged a complaint with the Administrative District Court, seeking to overturn the Cabinet of Ministers' order of April 28, 2026, which permitted the construction of the 'EKO Ziemeļi' wind power plant park and related infrastructure in Ēdole and Padure parishes, Kuldīga county. The court has accepted the complaint and initiated administrative proceedings.
The Cabinet and the State Environmental Service have been ordered to submit written explanations and all relevant documents within a month. After receiving these materials, the court will continue the case.
The association argues that the decision was based on an incomplete environmental impact assessment (EIA), which failed to adequately evaluate objections and proposals from the public, experts, and competent institutions. The application states that several critical issues were not sufficiently assessed or were deferred to later project stages, including noise and low-frequency noise impacts, flicker effect, impact on birds and bats, cumulative effect with other planned wind parks, and infrastructure-related matters.
According to the association, this approach violates the precautionary principle and diminishes the preventive role of the EIA. It emphasizes that the goal is not to oppose renewable energy but to ensure that all significant environmental and quality-of-life impacts are thoroughly evaluated before approving large-scale industrial projects.
Roberts Tenass, chairman of the association's board, stated that the purpose of the litigation is to achieve a transparent, lawful, and publicly accountable decision-making process.
