Ukraine Security Guarantees Meeting to Be Held in Brussels on 4 November
The European Commission headquarters in Brussels will host a meeting on security guarantees for Ukraine on 4 November, previously announced by US special envoy Steve Witkoff. It comes ahead of planned talks in Abu Dhabi involving Russia.

A meeting on security guarantees for Ukraine, which is defending itself against Russia's invasion, will take place at the European Commission headquarters in Brussels on 4 November. US presidential special envoy Steve Witkoff had announced it earlier. The session comes ahead of talks in Abu Dhabi, United Arab Emirates, in which Russia will also take part.
The European Commission's chief spokesperson, Paula Pinho, confirmed that the Commission will host the Wednesday meeting. Participants will include representatives of Ukraine, the United States, France, Germany, the United Kingdom, NATO (the North Atlantic Treaty Organization) and the World Bank.
What will be discussed
According to Pinho, the meeting will build on earlier talks in Miami involving Ukraine and the US, with the aim of achieving a lasting, sustainable peace in Ukraine. The discussion will focus on Ukraine's post-war reconstruction and prosperity. On the EU side, it will be held at the level of national security advisers.
Pinho added that she has no information that Ukrainian President Volodymyr Zelensky will take part in any talks at the European Commission on 4 November.
Background
NATO had previously confirmed an upcoming meeting between Alliance representatives and officials from France, Germany, the United Kingdom and the US in Belgium on security guarantees for Ukraine. Witkoff earlier said that trilateral talks between the US, Ukraine and Russia would be held on 10–11 November in the capital of the United Arab Emirates, focusing on further steps toward peace.
Zelensky has said that, after European leaders spoke with the Kremlin leader, there is a sense that Russia is serious about a meeting of negotiating teams in Abu Dhabi. On 27 October, the President of Finland and the Prime Minister of Norway, acting on their own initiative, held a phone call with Russian President Vladimir Putin.
