Brussels to host talks on security guarantees for Ukraine on 4 November
The European Commission headquarters in Brussels will host a meeting on 4 November on security guarantees for Ukraine, with delegates from Ukraine, the US, European states, NATO and the World Bank. It comes ahead of talks in Abu Dhabi that will include Russia.

A meeting on security guarantees for Ukraine will take place at the European Commission headquarters in Brussels on 4 November, the Commission's chief spokesperson Paula Pinho has confirmed. The meeting was earlier announced by Steve Witkoff, the US president's special envoy, and it precedes planned negotiations in Abu Dhabi that will also involve Russia.
Who will take part
According to Pinho, the Commission will host representatives of Ukraine, the United States, France, Germany, the United Kingdom, NATO (the North Atlantic Treaty Organization) and the World Bank. On the EU side, the discussion will be held at the level of national security advisers.
She said the meeting will build on earlier talks in Miami involving Ukraine and the US, with the aim of achieving lasting, durable peace in Ukraine. The discussion will focus on Ukraine's post-war reconstruction and prosperity.
Pinho added that she has no information that Ukrainian President Volodymyr Zelensky will take part in any talks at the Commission on 4 November.
Background
NATO had earlier confirmed that a meeting of Alliance representatives with those of France, Germany, the United Kingdom and the US would be held in Belgium on security guarantees for Ukraine.
Witkoff previously said that trilateral talks between the US, Ukraine and Russia would take place on 10–11 November in Abu Dhabi, capital of the United Arab Emirates, focusing on next steps toward peace. Zelensky has said that, after European leaders spoke with the Kremlin leader, there is a sense that Russia is serious about a meeting of negotiating teams in Abu Dhabi.
On 27 October, the Finnish president and the Norwegian prime minister held a phone call with Russian President Vladimir Putin on their own initiative.
