CSDD supervisory board resigns after cyberattack, minister demands management board's resignation too

Following a major cyberattack and data breach at Latvia's road traffic agency CSDD, its supervisory board has submitted a resignation letter, and Transport Minister Rihards Kozlovskis has called on the entire management board to step down as well. An expedited internal investigation has been ordered.

The supervisory board of Latvia's Road Traffic Safety Directorate (CSDD) submitted a letter of resignation to Transport Minister Rihards Kozlovskis on Wednesday. The letter arrived shortly before a scheduled meeting between the minister and CSDD's supervisory and management boards. During that meeting, Kozlovskis said he saw no way for the management board to continue working under current circumstances and called on all its members to resign as well.

Kozlovskis has ordered an expedited internal investigation to determine the full circumstances of the cyberattack and the large-scale data breach, as well as who bears responsibility. The investigation will also examine CSDD's contract with telecom company Tet for cybersecurity services, for which the directorate pays a substantial monthly fee.

The minister stressed that the immediate priorities are ensuring CSDD's continued operation, safeguarding data, and restoring the agency's reputation. He also said CSDD and Cert.lv, the national cybersecurity incident response institution, must give the public clear guidance on how to protect their data.

Background

The cyberattack occurred overnight between August 7 and 8, resulting in the theft of personal data belonging to 1.2 million individuals and roughly 200,000 legal entities, drawn from payment records spanning the past 18 years.

CSDD's IT infrastructure management contract with Tet was signed in 2022 for nearly €9 million excluding VAT and was increased to about €9.04 million in spring 2025. Tet had engaged subcontractors Corporate Systems and Kyndryl Latvia for the contract. Corporate Systems is linked to Aigars Cerūss, one of 21 people detained by Latvia's State Police in March 2026 on suspicion of fraud in public IT procurement.

CSDD's supervisory board is currently chaired by Kristiāns Godiņš, while Aivars Aksenoks chairs the management board. CSDD is a state-owned joint-stock company that registers vehicles, issues driving licences and conducts technical inspections, with the Transport Ministry as its shareholder.
