European Commission sets out more cautious 2027 targets in Ukraine's EU accession roadmap
The European Commission is preparing a more cautious roadmap for Ukraine's EU accession talks, targeting provisional completion in seven policy areas in 2027 and giving no membership date. Moldova is seen as able to advance much faster.

The European Commission, the EU's executive arm, is preparing a more cautious roadmap for Ukraine's EU accession negotiations. According to a document obtained by POLITICO, it sets limited targets for 2027 and avoids any commitment to a membership date. The roadmap is part of the Commission's enlargement package, due to be presented on Wednesday, 4 November. It shows how far Ukraine still has to go and how hard it is to deliver reforms while fighting a war.
Seven areas in 2027
The Commission calls on Kyiv to "urgently and significantly step up the pace of the rule of law reforms." Meeting key requirements in this area in the first half of 2027 is needed before negotiations in individual policy areas can be provisionally concluded.
Candidate countries must align their laws and institutions with EU standards across 35 negotiating areas. Ukraine could provisionally finish talks in seven next year: education and culture (first half), then intellectual property, employment and social policy, industrial policy, research, external relations, and foreign and security policy (second half). Brussels has set up a dedicated task force to support Ukrainian authorities.
Divergence from Moldova
Ukraine and Moldova won candidate status together in June 2022 and formally opened negotiations on the same day in June 2024. Their paths are now diverging: Moldova could complete talks in more than 20 areas next year, raising the prospect that the two bids will effectively be decoupled. The Commission is also cautious on end dates for other frontrunners such as Albania and Moldova. Montenegro is the exception, with June 2027 envisaged for signing an accession treaty.
War and open questions
EU rules do not explicitly bar a country at war from joining, but Ukraine's accession would raise questions about security, territory and the obligations EU states would assume under the bloc's mutual assistance provisions. A peace settlement would not automatically resolve them.
The Commission also wants talks on two stalled clusters to begin by the end of 2026: cluster 4 (green agenda and sustainable connectivity) and cluster 5 (resources, agriculture and cohesion). The roadmap calls itself a "living document" that can be updated if reforms move faster than expected.
