Estonia's Information System Authority (RIA), the agency responsible for the state's digital solutions, plans to upgrade the national online portal eesti.ee and the Eesti mobile app. It has launched a procurement worth up to €4 million to develop and maintain both. The goal is to make them easier to use and to connect more government systems and services.

One of the plans is to integrate the Transport Administration's self-service portal. A full list of new services has not been drawn up yet, because development and maintenance work will be commissioned on an hourly basis.

Services built around life events

Kai Eisenberg, RIA's services business manager, said eesti.ee is meant to let people deal with the state without having to work out the boundaries between different agencies. The focus is therefore on integrated, event-based services that bring together what a person needs from several agencies during a major life event or business milestone.

Possible additions include an overview of pension information, crisis and security updates, personalized notifications, and tools for managing authorizations and verifying rights or status. The RIA also intends to improve search, add practical tools such as calculators, and help prevent scams. The work is being done together with public-sector service providers.

Gradual improvements

Eisenberg stressed that changes will be made on an ongoing basis rather than as a one-time redesign, with the emphasis on practical improvements and better access to services rather than just a new look.

The procurement also covers reducing technical debt and updating the platform's architecture to improve compatibility, reliability and performance. The framework contract will run for 36 months or until the €4 million ceiling is reached. There is no single overall deadline, and the RIA is not obliged to spend the full amount.
