Estonia's state IT agency launches €4 million tender to develop eesti.ee portal and Eesti äpp app
Estonia's Information System Authority (RIA) is seeking a partner to develop the eesti.ee government services portal and the Eesti äpp app. The tender has a maximum value of four million euros.

Estonia's Information System Authority (RIA) plans to make it easier to use public services on the eesti.ee portal and in the Eesti äpp mobile app. To that end, the agency has announced a tender with a maximum funding of four million euros. It also intends to connect state registers and information systems to eesti.ee, for example by moving the Transport Administration's self-service portal onto it.
What the tender covers
RIA will continue developing the publicly accessible part of the portal and the self-service offerings for individuals and businesses. The plans include improving the app's functionality, creating new digital services and linking various registers and systems to eesti.ee. Agency representative Kai Eisenberg told public broadcaster ERR that the partner chosen in the tender will be commissioned for development and maintenance work paid by the hour. When the tender was announced, there was no final list of the new services to be ordered.
According to her, the focus will be on complex services and those tied to life events, which combine the services of different agencies into one whole. Possible new features include a consolidated overview of pension data, information on crises and safety, and tools that help people notice notices and obligations requiring their attention, such as a request about an individual's debt. Calculators, smarter search, confirmation of rights and status, fraud prevention and authorisation management are also planned.
Timeline and scope
Eisenberg said this is continuous development rather than a one-off change, and the scale of changes has yet to be determined. The priority is substantive improvements rather than purely visual updates. The tender terms also include reducing technical debt and modernising the system architecture.
The framework agreement worth four million euros will be concluded for 36 months or until the maximum amount is used up. There is no single final deadline; the timing of each order will be agreed separately. RIA is not obliged to order work up to the maximum sum.
