In response to a severe fuel crisis and Ukrainian drone strikes, the Kremlin has disseminated false claims of military gains. Propagandists, including Dmitry Kiselyov, announced that Russian forces had captured Kostyantynivka in the Donetsk region. This claim lacks evidence and is denied by Ukraine and the Institute for the Study of War (ISW).

The Russian Defense Ministry released a video of a soldier raising a Russian flag, but military analysts cannot verify its authenticity. The ISW notes that Russian troops are only present in small groups in the city and that many videos may be AI-modified to create a false impression of control.

At the same time, Russia is grappling with a fuel crisis affecting nearly all 83 regions, with three on high alert. Putin and other officials describe the problem as "temporary," but citizens face long lines at gas stations. According to a Gallup poll, 60% of Russians believe the economic situation is worsening—the highest level in 20 years.

Propagandists are also targeting Central Bank Governor Elvira Nabiullina, blaming her for inflation. Vladimir Solovyov even claimed that Western sanctions cause less harm than the bank's policies. Meanwhile, propagandist Sergei Karaganov calls for nuclear strikes against Europe, which he calls the "true enemy."

Ahead of the NATO summit, Russian media are trying to split the alliance by spreading false information that the US will not defend the Baltic states. In reality, The Economist analyzed the possibility of Europe handling conventional defense while the US maintains a nuclear umbrella.
