Russia's oil refining capacity saw a significant decline in June. According to data, the country processed an average of 4.1 million barrels per day, which is 28% lower than the five-year average and 35% below nominal capacity.

The main reason is Ukraine's intensified attacks on Russian oil infrastructure. In May, strikes targeted ten major refineries, including the Omsk refinery, which is about 2,500 km from the front line and accounts for approximately 7% of the country's total refining capacity.

As a result, fuel shortages have hit 50 million Russians, or 35% of the population. By July 8, most Russian regions had imposed restrictions on fuel sales. Nearly 50 regions had introduced various limitations by June 25, with long lines at gas stations nationwide. In occupied Crimea, a state of emergency is in effect, and gasoline is sold only to government vehicles.
