Kulbergs admits: not everything in government declaration will be achieved

After his first month in office, Prime Minister Andris Kulbergs acknowledges that the government declaration is too ambitious and daily routine hinders strategic work, so full implementation is impossible.

Prime Minister Andris Kulbergs (AS) has acknowledged in an interview with LETA that the government will likely not implement everything outlined in the government declaration. After his first month in office, he realized that the organization of government work and the large volume of daily issues significantly limit the ability to focus on strategic tasks.

Kulbergs noted that the Cabinet's agenda is largely filled with matters that should not, by nature, be decided at the government level. This not only reduces time for strategic decisions but also diffuses responsibility. He emphasized that the government declaration is too extensive, stating: "It is absolutely clear that not everything will get done."

Overall, Kulbergs is more or less satisfied with the ministers' work. However, after evaluating the first ministry presentations, which were prepared for the government's out-of-town session in Latgale on May 27, he concluded that the public administration pays too much attention to processes rather than concrete, measurable results. He said ministries still need significant changes in work culture.

The prime minister indicated he has started working on changing the government's work organization. However, some changes will only be possible in the long term because they require amendments to legislation. Kulbergs expressed hope to continue as prime minister after the next Saeima elections, but said that will depend on the government's performance.
