Latvia is widening the group of people required to use the official electronic address, or e-address, a secure channel for communicating with state institutions. The Cabinet of Ministers has approved a bill drafted by the Ministry of Smart Administration and Regional Development (VARAM) titled "Amendments to the Official Electronic Address Law".

Who must have an e-address

From 2027, use of the e-address will also be compulsory for foreigners who own real estate in Latvia. From 2030, it will apply to authenticated users of the Latvija.gov.lv portal.

Automatic activation for legal entities

The bill provides that from 7 January 2027, every newly registered legal entity will have its e-address activated automatically right after registration in the Register of Enterprises, with no separate application needed.

From 1 July 2027, the e-address will also be activated automatically for already registered legal entities that do not yet have one. This will happen once they submit an application to the Register of Enterprises to register changes. Currently, about 90,000 legal entities have an activated e-address.

E-invoices

From 7 January 2027, businesses will also be able to use the e-address to send each other structured electronic invoices, or e-invoices. Users of the Latvija.gov.lv portal will be able to prepare and send e-invoices to other businesses free of charge.
