Liepāja Social Housing Management to Be Taken Over by LNA

Starting July 1, 2026, five social housing units in Liepāja will be managed by SIA “Liepājas Namu apsaimniekotājs”, allowing the Social Service to focus on social work.

The Liepāja City Council has decided that from July 1, 2026, the management of five social housing buildings will be transferred to SIA “Liepājas Namu apsaimniekotājs” (LNA) and the municipality’s Real Estate Department. Previously, the Liepāja Social Service had been responsible for these tasks since 2009.

The social houses are located at 9/11 Viršu Street, 34 Kuldīgas Street, 14 Flotes Street, 1 Ģenerāļa Baloža Street, and 135/141 Ganību Street (the elderly social housing). They are home to approximately 600 low-income residents. The change aims to free social workers from technical duties, allowing them to dedicate more time to clients’ social issues.

Under the new arrangement, LNA will sign rental agreements, manage payments and invoices, and handle maintenance and repairs. The Social Service will retain social workers and caregivers in the buildings, but they will be part of the Social Support Department, assisting residents in coordination with the manager and performing organizational tasks such as reading meters.

Ainārs Bunka, deputy director of the Social Service, noted that previously all responsibilities fell on the service – repairs and finding specialists consumed significant resources. Separating functions is expected to improve both property management quality and social service accessibility.

Social housing differs from regular municipal housing in that the municipality provides substantial financial support. It covers two-thirds of the rent, 65% of heating costs during the heating season, and fully pays for common area maintenance. Residents also have access to caregiver services and consultations with social workers.
