The Zemgale Regional Court is examining a case involving a dispute between the owner of non-residential premises in an apartment building and the property manager. At the center of the conflict are invoices for waste management and other services, which the owner considers unjustifiably inflated.

The owner, who possesses a 176.7 square meter basement, decided not to pay and to challenge the monthly bills. She believes the manager unilaterally raised tariffs, citing rising national costs. The case clearly highlights the boundary between the joint liability of co-owners and the potential profit-seeking of the manager.

Sudden increases in bills for unused stairwells, water losses, and mysteriously calculated waste have often provoked public outrage, but in this instance, the owner has chosen the legal route. The court will assess whether the manager's actions were arbitrary or justified.
