Germany Approves Nuclear Project Linked to Russia Despite Security Concerns
Lower Saxony's Environment Ministry has granted approval to Framatome to produce Russian-designed nuclear fuel rods in Lingen, imposing strict conditions to prevent espionage and sabotage.
On July 22, the Environment Ministry of Lower Saxony gave the green light to French state-owned EDF subsidiary Framatome to begin manufacturing Russian-designed nuclear fuel rods and spare parts in Lingen, northwestern Germany. The project is closely tied to Russia's state nuclear company Rosatom, as critical components will be supplied by its subsidiary TVEL, though TVEL staff will not operate on site.
The approval comes with comprehensive security conditions. Rosatom and TVEL employees are banned from the plant premises; in exceptional cases, they must be accompanied by a nuclear regulator representative. All equipment from TVEL and Framatome's subsidiary ANF must undergo extensive security checks. Framatome staff face strict communication restrictions with Rosatom and TVEL personnel, with particular attention to protection against espionage, sabotage, and recruitment attempts.
The decision was made despite previous concerns from local and federal governments. The main reason for the approval was an updated security assessment published by the federal government in February, prepared under the supervision of the Federal Environment Ministry. Lower Saxony's Environment Minister Christian Meyer considers this assessment fundamentally wrong but had to accept it under the rule of law. After his office inquired, the federal ministry stated that based on the current risk assessment and security requirements, it was not legally possible to deny the permit.
Criticism also came from Roderich Kiesewetter, a foreign policy expert from the center-right Christian Democratic Union, who called for the permit to be revoked, arguing that the decision creates security risks. In his view, allowing the project is either a successful Russian influence operation or a demonstration of incomprehensible irresponsibility. Meanwhile, the Federal Environment Ministry denies responsibility, emphasizing that the investigation and fact assessment were under the jurisdiction of the Lower Saxony Environment Ministry, which makes decisions independently.
