One Helicopter, Three Prices: A Look at Black Hawk Procurement Disparities
Military procurement often involves varying costs for identical equipment. Austria recently paid more than double for 12 Black Hawk helicopters than the Philippines did for 32. Latvia also acquired four UH-60M helicopters in 2018.

Military expenditures are notoriously difficult to track due to secrecy for security reasons. Furthermore, the same military hardware can cost vastly different amounts for different countries. A recent procurement vividly illustrates this: Austria purchased 12 Black Hawk helicopters, while the Philippines acquired 32. Despite buying nearly three times fewer helicopters, Austria paid more than double the price that the Philippines paid.
Such disparities highlight not only differing defense priorities but also the complexity of procurement contracts. Each deal includes specific configurations, training, spare parts, maintenance, and other services, all of which significantly affect the final price.
Latvia also entered the Black Hawk market in 2018, purchasing four UH-60M helicopters. While detailed terms of the deal are not public, examining international comparisons helps understand how defense budgets are spent and how different nations approach military modernization.
