Ukrainian President Volodymyr Zelenskyy confirmed that the strikes on logistics infrastructure in Russia's Moscow and Tambov regions were deliberate. On X, he stated that these facilities were involved in supplying sanctioned components for the production of drones and navigation equipment.

The president emphasized that the attacks were a response to Russian strikes on Ukrainian civilian infrastructure and cities. The logistics centers are located more than 500 and nearly 700 kilometers from the front line.

Zelenskyy also mentioned strikes on an oil facility, targets in the waters of the Sea of Azov and the Black Sea, and in Russian-occupied Crimea. He thanked servicemembers of the Unmanned Systems Forces, the Special Operations Forces, the Armed Forces of Ukraine, the Security Service of Ukraine (SSU), and the Defence Intelligence of Ukraine (DIU) for carrying out these tasks.

Earlier reports indicated a large-scale drone attack on Moscow and Moscow Oblast on the night of 17-18 July. Fires broke out at an oil depot and a logistics center of Wildberries, Russia's largest online retailer, in the towns of Noginsk and Elektrostal, with Russian authorities reporting dozens of people affected. Ukrainian drones also attacked the town of Kotovsk in Tambov Oblast, causing a fire at a logistics center.
