The European Parliament (EP), the directly elected legislative body of the European Union (EU), has approved a reform that will make it easier for passengers to recover money when a flight or other journey is cancelled, according to the Lithuanian outlet Lrytas.lt. The new rules were backed by 652 MEPs, with two voting against and eight abstaining.

A single claim form

The reform introduces a standardised form that passengers can use to claim compensation or a refund for flights, ferry trips and long-distance coach journeys. At present, such a form is used only for rail travel.

Bookings through intermediaries

The rules also clarify refunds where a cancelled flight was booked through an intermediary, including an online booking platform. According to the Parliament's statement, passengers are entitled to get back the full amount paid within 14 days, including the intermediary's service fee.

Passengers with disabilities

The reform also aims to strengthen the rights of air passengers with disabilities or reduced mobility. Where necessary, a person accompanying them will be able to travel free of charge. This option already exists for travel by bus, train or ship.

When it takes effect

The reform still has to be approved by EU member states, but this step is regarded as a mere formality. The new rules will apply from 23 October 2027, and the new air passenger rights will enter into force on the same day.
