Estonia-Ukraine Defense Deal Implementation Starts Immediately

Estonia and Ukraine have signed a broad defense cooperation agreement that goes beyond drones, allowing Ukrainian companies to produce in Estonia and giving Estonia access to battle-tested Ukrainian technology. Implementation begins immediately, with over ten Ukrainian firms ready to relocate production.

Estonian Defense Minister Hanno Pevkur and Ukrainian President Volodymyr Zelenskyy signed the agreement on July 7 in Ankara on the sidelines of the NATO summit. Pevkur described it not merely as a drone deal but as an agreement to boost defense capability and defense-industry cooperation.

The accord confirms Ukraine's readiness to export its products to Estonia and Estonia's readiness to procure various capabilities from Ukraine or produce them jointly, according to Regina Palandi-Paju, deputy director for security and defense coordination at the Government Office. The agreement focuses on joint production of Ukrainian technology in Estonia, not the shipment of Estonian products to Ukraine, which is handled separately under Estonia's Ukraine assistance measure (0.25% of GDP).

The deal allows deepened knowledge sharing in drones, IT, cybersecurity, military technology, and industrial development. Ukraine's presidential administration stated that the agreement covers developing and producing air-defense capabilities, drones, sensors and early-warning systems, ammunition, battlefield command-and-control systems, and maritime defense capabilities.

Unlike similar agreements signed by Latvia and Lithuania, Estonia's deal is broader. It gives Estonia the right to purchase Ukrainian defense industry products it needs most, including long-range fire, drones, and information systems. Pevkur expressed interest in Ukraine's battlefield information systems like Delta.

One Ukrainian defense company has already expressed interest in producing ammunition in Estonia, and more than ten Ukrainian firms are ready to begin moving production immediately. A joint steering group under the "Build with Ukraine" framework will select specific joint-production projects. The agreement does not impose financial obligations on the Estonian state.

Estonian Defense and Space Industry Association cluster manager Rene Ehasalu welcomed the agreement, noting it creates better conditions for cooperation. Previously, Estonian companies were hindered by the lack of export licenses; the new agreement establishes a clearer framework for processing such licenses.
