Cohesion Fund financing railway upgrades in Latvia: platforms rebuilt at 30 stations so far

A €52.9 million EU Cohesion Fund project is modernizing railway passenger platforms in Latvia to improve accessibility and promote eco-friendly travel. Work has been completed at 30 out of 48 planned stations, with full completion expected by 2029.

Latvia's railway infrastructure is undergoing significant modernization, financed by the European Union's Cohesion Fund. The project, "Modernization of Railway Passenger Infrastructure," totals €52.9 million, with 85% covered by the Cohesion Fund and the remaining 15% from the national budget. Works include raising platforms, installing ramps, canopies, benches, LED lighting, video surveillance, information systems, and pedestrian and bicycle paths.

Currently, passenger service from modernized platforms is already available at 30 stations and stops out of a planned 48. By the end of 2026, six more stations will be upgraded: Iļģuciems, Bolderāja, Priedaine, Ķemeri, Carnikava, and Tukums II. New stops are being built in Bolderāja and Iļģuciems, to be completed by September, while the others are due by the year's end.

The project aims to make rail more accessible for people with mobility impairments and cyclists, and to improve safety. It is expected to boost mobility and reduce car use, helping the EU meet its climate goals.

However, the project has faced challenges. On the Krustpils line, only 10% of work was completed due to contractor capacity issues, leading to contract termination in 2025. Two new procurement procedures have been launched for the completion of 12 stations and stops—one in June and another planned for the summer. Construction is set to begin in the 2027 season, with full project completion by 2029, in line with the EU Cohesion Policy program for 2021–2027.
