Latvia's Security Police seeks charges over glorification of Russia's aggression against Ukraine

Latvia's State Security Service (VDD) has sought charges against a person who repeatedly praised Russia's war against Ukraine on Facebook and was found in possession of illegal weapons and explosives. The suspect faces non-custodial restrictions while the case proceeds.

Latvia's State Security Service (VDD) has determined through investigation that a person has, since the start of Russia's full-scale invasion of Ukraine, regularly posted content on Facebook openly praising Russia's military aggression, including justifying the killing of prisoners of war and civilians.

According to the investigation, the same person spread posts inciting hatred toward Ukrainians, falsely accusing Ukrainian Armed Forces soldiers of crimes against their own people and otherwise discrediting Ukrainians. The suspect also repeatedly questioned Ukraine's legitimacy and right to exist as a state.

Arrest and seized items

The person was detained by VDD on April 22 this year. During a search of their residence, investigators additionally found a high-powered pneumatic weapon and unexploded mortar shells dating from World War I, both held without the required permits. Forensic examination confirmed the shells contained explosive material.

Charges filed

VDD is pursuing three criminal charges against the suspect. The first concerns glorifying Russia's aggression via an automated data processing system, punishable by up to six years' imprisonment. The second involves incitement of national hatred, punishable by up to five years' imprisonment or alternative penalties. The third charge combines public glorification and justification of war crimes, incitement of hatred via an automated system, and illegal possession of a weapon and explosives, punishable by up to three years' imprisonment or alternative penalties.

The suspect currently faces non-custodial restrictions, including a ban on leaving the country and a requirement to report any change of residence. VDD noted that a person is presumed innocent until guilt is established through the legally prescribed procedure.
