Latvian parliamentary committee backs requirement for EU foreign-language TV programs to include Latvian translation

The Saeima's Human Rights and Public Affairs Committee has supported amendments requiring television programs or parts thereof in foreign languages of EU countries to be provided with subtitles, voice-over, or dubbing in Latvian. Exceptions apply to live news, news and language learning programs, retransmission, and satellite TV programs not targeting Latvian residents.

The Saeima's Human Rights and Public Affairs Committee on Thursday supported amendments to the Electronic Mass Media Law. The changes would require television programs or parts thereof produced in foreign languages of European Union countries to be voiced, dubbed, or subtitled in Latvian. Media outlets may choose the method of translation. Programs in other foreign languages must be dubbed into Latvian.

Exceptions are provided for live news broadcasts, as well as news and language learning programs. The requirement also does not apply to retransmission and satellite television programs distributed via electronic communication networks that are intended for audiences other than Latvian residents.

The proposal was submitted by MPs Artūrs Butāns (NA) and Jurģis Klotiņš (NA). Chairwoman of the National Electronic Mass Media Council (NEPLP) Aurēlija Ieva Druviete suggested adding a provision covering parts of programs, for instance when a program in Latvian includes an interview with a person speaking an EU foreign language. NEPLP also proposed allowing media to choose between subtitles, voice-over, or dubbing. The committee supported these additions.

A total of 17 proposals were submitted for the second reading, of which 15 were reviewed today, as two had already been considered at the June 17 meeting. At that time, the committee decided that radio broadcast licenses would only be issued for broadcasting in the state language. That proposal was submitted by Butāns, Klotiņš, and Jānis Zariņš (JV). Zariņš's proposal incorporated Butāns and Klotiņš's proposal.

The amendments also expand NEPLP's functions. NEPLP will be designated as the responsible authority for assessing media market concentration. Additionally, NEPLP will monitor and annually report on public institutions' and entities' funding for state advertising provided to media service providers.

The Saeima is scheduled to consider the amendments in the second reading during an extraordinary parliamentary session on July 23.
